GOAL PURPOSE:

Strategic environmental assessment shall mean the identification, in the process of preparing national, regional and sectoral policies, development programs and plans that are to be endorsed by the Parliament and Government, and, in the context of impending nature and climatic changes, of potential risks, adverse impacts and consequences of actions to be taken in accordance with those policies, programs and plans on the environment, society and human health;

SEIA PROCESS:

Strategic environmental assessment is conducted by following processes. These include:

1. The strategic assessment shall be initiated by relevant ministryduringpreparing national, regional and sectoral policies, development programs and plans.
2. Prior to the strategic environmental assessment, Ministry in cooperation with the specialized organization conducting the strategic assessment shall jointly develop  Terms of Reference and submit it to the MNET for it’s guidelines and recommendations within 10 working days.
3. Based on the guidelines and recommendations of by the MNET, relevant ministry that initiates policies, development programs and plans shall approve guidelines for strategic environmental assessment.
4. A professional organization authorized by the Ministry of Nature, Environment and Tourism in participation of research institutes, independent experts and researchers shall prepare strategic environmental assessment report.
5. The Ministry implementing the project and the Ministry of Nature, Environment and Tourism shall disseminate the conclusions of the strategic environmental assessment to the public through their organization's website for public comments within 14 working days.
6. The report and conclusion how the public opinion are reflected in the policy, development program and plan shall be submitted to the Ministry of Nature, Environment and Tourism for discussion and conclusion by the Professional Council.
7. The Minister of Nature, Environment and Tourism shall present the results of the strategic assessment to the Cabinet meeting to discuss the policy, development program for its approval.
